West Palm Beach has almost as many dogs as people.  Here's a picture of the one of the sets of water fountains along the boardwalk.  I can't think of any other reason for water fountains on the ground except for the dogs!  They're too short for kids to use.  I'll have to sit and watch some day to see if a dog comes along and pushes the button to get a drink.
